AI chatbots are proving to be “inaccurate and evidently prejudiced” when providing election recommendations, the Netherlands’ data watchdog has reported, issuing warnings about a possible risk to democratic processes just over a week before national elections.
Testing Reveals Consistent Bias in Chatbot Recommendations
The four chatbots evaluated by the AP “often end up with the same two parties”, regardless of the voter’s inquiry or input, the regulator noted in a report published ahead of the 29 October election.
In more than half of the cases, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.
Some parties, such as the moderate CDA, “are almost never mentioned”, even when the voter’s query precisely aligns with the positions of these parties, the report indicated.
Authority Figure Cautions Against Using AI Chatbots for Voting Guidance
The vice-chair of the AP, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that did not necessarily align with their political views, she emphasized.
“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against using AI chatbots for election recommendations, as their functioning is opaque and difficult to verify.”
Voting Background and Political Landscape
The Dutch head to the polls on October 29 in an election that will be keenly observed around Europe for the showing of the Freedom party.
The right-leaning group of Geert Wilders is leading the polls but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with many voters yet to make up their minds.
All major parties have ruled out an alliance with the Freedom party, meaning the runner-up party is most likely to provide the next prime minister.
Inadvertent Prejudice Linked to Chatbot Functioning
The authority emphasised that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a result of the manner in which AI assistants function.
